About Danielle Carey Tolan: 

Danielle Carey Tolan, a fifth-generation Westfield resident, serves as the Chief of Staff for the City of Westfield, where she oversees city operations and helps shape the community’s future. Her leadership journey began as Westfield Washington Township Trustee, where she modernized processes and built meaningful partnerships. Recognized as the 2021 Indiana Township Trustee of the Year and 2023 IBJ Women of Influence, Tolan brings strategic vision and a commitment to public service excellence. Deeply connected to her hometown, she credits her family’s legacy for inspiring her passion for community leadership. Her leadership style reflects her deep connection to the community, blending historical stewardship with a forward-looking vision to ensure Westfield’s continued growth and success. Tolan is proud to call Westfield home, living there with her husband, Andrew, and their son.

About Sarah Reed:

Sarah Reed, a University of Cincinnati graduate with a bachelor’s in urban planning, is the Community Development Director for the City of Noblesville and a certified planner through the American Institute of Certified Planners. She was appointed by Mayor Chris Jensen as a deputy mayor in January 2020, previously serving as the city’s Director of Planning and Development and an Economic Development Specialist. Sarah has been with the City of Noblesville for over 11 years. She has been responsible for many major local and regional initiatives for Noblesville, including working closely with Mayor Jensen on the Central Indiana Regional Development Authority (CIRDA) and co-leads the Regional Economic Acceleration and Development Initiative (READI). In addition, Sarah has led the development of the Innovation Mile Master Plan, which includes The Arena at Innovation Mile, the future home of the Indiana Pacers G League franchise.

Her leadership goes beyond her work for the city. She is a 2013 Hamilton County Leadership Academy graduate, earned the national designation of Certified Public Manager from Ball State University, and is a 2016 Oklahoma University – Economic Development Institute graduate. She is a Noblesville Creates Board member, a member of the Indy Partnership Council and was a member of the inaugural class the Noblesville Schools’ Miller Ambassadors program. Sarah completed the Richard G. Lugar Excellence in Public Service Series in the class of 2020-2021. She graduated from the ADVISA Leadership Academy in November of 2022, and her capstone project led to the creation of the NOBLE culture initiative and the Wellness Driven Leadership series. In 2024, Sarah was awarded the Ivan H. Brinegar Municipal Management Award at the AIM Ideas Summit in Fort Wayne.

Sarah lives on a farmstead in Atlanta, Indiana, with her husband Tim, son Gunner, dogs Winnie and Remi, and chickens. Always striving to improve her connection with the community, Sarah represents Northern Hamilton County by her service on the Hamilton Heights School District - Reaching New Heights Master Plan, Hamilton Heights Youth Football League board, and Husky Champions Club. She is an active member of White River Christian Church, Hamilton North Campus. In her free time, you can find her on the sidelines cheering on her son, exploring new sourdough recipes, walking her dogs, or reading a great book!

About Megan Baumgartner: 

Megan Baumgartner is the Director of Economic and Community Development with the City of Fishers. Megan started with the city as the Assistant Director of Economic Development in July 2015 and was promoted to Director in 2019. In 2020, her role expanded to Economic and Community Development, which now includes management of the Planning & Zoning Department. She leads business engagement and recruitment efforts, redevelopment projects, and strategic planning throughout Fishers. Prior to joining the Fishers team, Megan worked at the Indiana Economic Development Corporation as a project manager helping expanding companies in Indiana receive state incentives. Megan is a member of the Indiana Economic Development Association, Past-President of the Hamilton County Economic Development Corporation Board of Directors, and a board member of Fishers Youth Initiative. She lives in Fishers with her husband, Jeff, and children, Willa and Beau
